Half-way there

You know that little riddle about getting somewhere by always covering half the remaining distance ? With each step you cover half of what's left. You'll never get there.

Suppose you are told every year that your project is dead end and the replacement is half-way there each year. Will your project ever get replaced ?

What about people who sit in a cubicle next to yours who spend at least half a day chatting on the phone, solving their personal problems and discussing their personal lives ?
